8:30 a.m. Gov. Ritter will kick off a 2½-day Governor's Conference on Managing Drought and Climate Risk. The conference, sponsored by the Colorado Water Conservation Board, will explore threats posed in Colorado by drought and climate change, and examine pro-active steps to address those challenges.
