GOV. RITTER TO VISIT SOUTHEAST COLORADO FRIDAY & SATURDAY

Gov. Ritter will be visiting Otero, Bent and Prowers counties on Friday and Saturday. He will be touring Otero Junior College in La Junta, hosting roundtable discussions on education and health-care reform, and delivering keynote speeches to the Las Animas/Bent County Chamber of Commerce Farm/City Annual Banquet and the Prowers County Economic Development Inc. Annual Meeting.

GIBBS KEEPS COLORADO MOTHERS WORKING



Workplace Breastfeeding Measure Clears Committee


DENVER—Today the Senate Business, Labor and Technology Committee passed HB08-1276, which would make it easier for mothers to continue breast-feeding when they go back to work.  

Sponsored by Senator Dan Gibbs (D-Silverthorne), the bill would establish a standard that employers provide basic accommodations for their breastfeeding employees. This would include providing reasonable break time for employees who are breastfeeding to express milk, and to make reasonable efforts to provide those mothers with a private location in which to express milk.

"This is about families, first and foremost," said Gibbs. "Employees are more productive when they feel they can balance their work and family responsibilities. This bill is pro-family, pro-working mothers, and pro-business."

According to the National Association of Working Women, women with infants and toddlers are the fastest growing sector of today's labor force, with at least 70% working full-time. One-third of American mothers return to work within three months of giving birth, and two-thirds are back at work within six months.

The bill next heads to the full Senate for consideration.

JBC APPROVES EXPANDED FUNDING FOR DEVELOPMENTALLY DISABLED



DENVER—This week the Joint Budget Committee tentatively approved Governor Ritter's request to expand funding to the Developmentally Disabled.  

The JBC added $6.8 million to fund services to the developmentally disabled but with federal matching funds, the state could add as much as $14.7 million to services provided to this very vulnerable population.  

Senator John Morse (D-Colorado Springs) said, "This is one of those examples that proves the adage that the budget is a moral document. Caring for those among us that are most vulnerable is not only good stewardship, it is also the right thing to do. We will no longer turn our back on these citizens. These funds will help reduce the list of those waiting for services."  

JBC members were quick to caution that nearly four times this amount would be needed to eliminate the waiting lists.  Morse added, "There is still much work to be done, but our tight budget does not permit additional progress on this front at this point."

COLORADO SECURES $1.5 MILLION FEDERAL GRANT FOR FORECLOSURE PREVENTION

 
Gov. Ritter Says Funds Will Help Meet Demand for Local Housing Counseling
 
The Colorado Housing and Finance Authority (CHFA), Gov. Bill Ritter, and the Colorado Foreclosure Prevention Task Force announced today that CHFA has been awarded a $1.5 million federal grant to increase foreclosure prevention counseling services across the state.
 
The money will help CHFA and 12 local housing counseling agencies hire and train additional foreclosure mitigation counselors. Award dollars also will help promote Colorado's Foreclosure Hotline (877-601-HOPE), launched by the Foreclosure Prevention Task Force in 2006 to pair at-risk borrowers with free home counseling services in their community.
 
Gov. Ritter, who endorsed CHFA's grant application, said the new money will help many Coloradans. "The demand for well-qualified housing counselors has increased dramatically since the onset of the foreclosure crisis," Gov. Ritter said. "With these award dollars, Colorado will be able to help thousands of homeowners at risk of foreclosure. As Governor, I am committed to doing all I can to assist Coloradans avoid home foreclosure."
 
The grant comes from the National Foreclosure Mitigation Counseling Program, which was approved by Congress as part of the FY2008 Appropriations Bill. Dollars were awarded based on a competitive application process. CHFA was one of 115 award recipients nationwide and received the seventh-largest award among the 32 state housing finance agency recipients.
 
"Thanks to the hotline, there are at least 6,000 households out there that avoided foreclosure over the last 18 months," said Kathi Williams, Director of the Colorado Division of Housing and co-chair of the Colorado Foreclosure Prevention Task Force. "We did that on a budget of less than $800,000, and these new funds will allow the hotline to do a lot more.
 
CHFA was joined by 12 sub-grantee applicants who will assist in providing foreclosure counseling services statewide. Sub-grantees were required to demonstrate that they meet HUD required housing counseling standards with a track-record of successfully assisting borrowers in need of support. CHFA's sub-grantees are:

  • Colorado Homeowner Assistance Project, Fort Collins/Greeley

  • Grand Valley Housing Initiatives, Grand Junction
  • Housing Solutions for the Southwest, Durango
  • Northeast Denver Housing, Denver
  • Southwest Improvement Council, Denver
  • Upper Arkansas Area Council of Government, Cañon City
 
CHFA Executive Director and CEO Milroy Alexander, said "CHFA is pleased that these dollars will help the hotline and the network of counselors throughout the state continue their good work.  CHFA previously committed $50,000 to the Hotline to expand its outreach into rural areas. As a condition of the award, CHFA will match the grant with a $200,800 contribution. We anticipate these additional funds will help Task Force and their efforts assist more borrowers."  The award requires funds be fully utilized by Dec. 31, 2008 and within areas with high rates of default and foreclosures.
 
Research shows that face-to-face counseling is more effective than counseling over the phone because it allows the borrower to build a relationship with the counselor. Likewise, a local counselor is more likely to understand the property, local real estate market, and be knowledgeable about the breadth of community services available. This is particularly important for seriously delinquent borrowers.
 
To date 27,926 Coloradans have received support from the Colorado Foreclosure Hotline.  Data show nearly 117,255 sub-prime loans are still outstanding in Colorado. These loans represent a $15 billion risk to Colorado.

About the Colorado Foreclosure Hotline
Colorado's Foreclosure Hotline was established by the Colorado Foreclosure Prevention Task Force in October 2006 to connect borrowers with information and resources when facing foreclosure. Since its inception, the Hotline has received more than 30,000 calls, an average of 100 per day. A recent survey showed that four out of five callers who meet with counselors avoid foreclosure. The Hotline was founded by a consortium of non-profit, for-profit and governmental agencies called the Foreclosure Task force lead by the Colorado Division of Housing and JP Morgan Chase. Since its launch Wells Fargo, US Bank, CHFA and several other organizations have joined in contributing more than $500,000 for the expansion of foreclosure counseling efforts in Colorado.

Gov. Ritter Wednesday Schedule
 
11 a.m. to 2 p.m.        Gov. Ritter will be spending much of Wednesday in Windsor for the grand opening of the new Vestas Blades manufacturing plant. The factory will produce 1,800 giant blades a year for wind farms, providing 600 new jobs. The day's events include a factory tour, speeches, lunch, a ribbon-cutting and a 1:30 p.m. news conference. GOV. RITTER, FIRST LADY READ TO ELEMENTARY STUDENTS MONDAY

Gov. Bill Ritter and First Lady Jeannie Ritter will read to a first-grade classroom as part of Read Across America Day on Monday. The annual event is celebrated on or near the March 2 birthday of Dr. Seuss. Several Cabinet members also will be reading at other schools.
 
Also Monday, Gov. Ritter will address the first meeting of his new Innovation Council, and appear at the 2008 Health Care Day of Action news conference at the Capitol.
