RITTER TO SIGN EDUCATION AND EMERGENCY CONTRACEPTION BILLS TODAY

            
Gov. Bill Ritter is scheduled to sign four bills today dealing with higher education and emergency contraception. The signings will take place in the West Foyer of the state Capitol.
 
Noon: The governor will sign Senate Bill 60, co-sponsored by Sen. Betty Boyd, D-Lakewood, and Rep. Anne McGihon, D-Denver. SB 60 helps rape survivors by informing them of the availability of emergency contraception as part of standard hospital treatment after an assault.
 
12:15 p.m.: The governor will sign SB 48, SB 54 and House Bill 1026. All three measures support higher education institutions.
 
·         SB 48 was co-sponsored by Sen. Bob Bacon, D-Fort Collins, and Rep. Randy Fischer, D-Fort Collins. The measure allows public institutions of higher education to enter into an unlimited number of employment contracts extending longer than five years, provided such contracts are for research to be performed in university settings.
 
·         SB 54 was co-sponsored by Sen. Gail Schwartz, D-Snowmass Village, and Rep. Fischer. It lifts statutorily enforced capital bonding limits and replaces them with market based limits established pursuant to prevailing market methods.
 
·         HB 1026 was co-sponsored by Rep. John Kefalas, D-Fort Collins, and Sen. Bacon. It requires graduate students at Colorado State University to purchase health insurance, with the intent of lowering health insurance premiums at CSU.
